I would suggest to try adjusting the setting named "Highlights Smoothing"
(located under the "S/H" tab) as the main purpose of this setting is to reduce
halos in the sky precisely. Otherwise, the setting that has the most influence
in halos in general is "Light Smoothing".

If "Highlights Smoothing" does not work well and you do not want to change
your setting for "Light Smoothing", then you can also try to create two tone
mapped versions of the image: one tone mapped with Details Enhancer, and the
second tone mapped with Tone Compressor as the latter will not show halos.
Then blend both tone mapped images in Photoshop to take the best of both.

When your are primarily interested in the tone mapped image rather than the
32-bit HDR image file, then merging the tiffs -i.e. the already converted raw
files- is recommended and likely to indeed give you better results.
