To me, it looks like the LucisArts filter was used. http://www.lucisart.com/

I LOVE my handheld HDR images I have shot with my 5D.

Since I shoot art images I am ok with some of the shortfalls of hand held shots.

I believe photomatix does a decent job on translational movement but not on rotational movement.
